Honeycomb packages depend on specific vpp package.

While such behavior is good for master branch (eliminates Java API mismatches), is not good for release artifacts.

In order to have control of package dependencies in the release artifacts, the vpp_dependencies file should not be modified in case of stable branch.

Backward incompatible VPP API changes occur very rarely on stable branch, so (unless vpp merge job is broken that never happened on stable branch) the time window when API mismatch might occur is very small.
