Create separate test case for VPP start

      Currently, VPP is started as part of test suite infra setup, which means that failure to start VPP will simply manifest itself as failure of all test cases.

      There should be a separate test case executed before any other test case, just to verify that the particular VPP build under test starts OK, and/or logs any relevant messages if VPP fails to start.
