Currently, in VIRL environment, VPP is installed as part of VM creation, before the actual test suite starts. This means that if VPP installation fails due to an error in the .deb package, this will manifest itself as infrastructure failure.

There should be a separate test case executed before any other test case, just to verify that the particular VPP build under test gets installed OK, and/or logs any relevant messages if VPP fails to start.
