When disk image builder scripts are attempting to build a disk image using packages other than latest (that is, when using packages that have been superseded since the list was created), the older package version needs to be fetched from a launchpad API URL.

Ubuntu mirrors (where recent packages are picked from) may no longer have the superseded package available.
