      Currently, this is believed to be a consequence of CSIT-1848 (DUT-DUT link stays down a long time), perhaps in combination with CSIT-1896 (l3fwd tests do not wait for the link either).
      Opening as a separate symptom, in case fixing the two issues does not fix this as well.
