Seen in multiple 3na-spr jobs, both hoststack and vpp perf. Both jobs happen to use cx7 with mlx5.

In hoststack, next udp ldpreload tests are passing.
The error is VPP not starting [0], but as far as I can see the difference between tcp and udp is only on Robot machine at that point, VPP should see no difference.

In vpp perf, it fails [1] in the first suite (ipsec) only for 1c and 2c, 4c VPP does start.

Verify runs confirm two first test cases fail no matter what they are, specifically in the first case DUT1 VPP does not start, in the second test case DUT1 is ok but DUT2 VPP fails to start.
