Currently, on VIRL hosts the start-testcase and stop-testcase scripts are statically installed. Their code is maintained in the git repo for review and archiving purposes, but for any given test case, the code executed is not actually the code within that csit reporitory, but the script version that is statically installed on each VIRL host.

This JIRA is to change that behavior, and execute the start-testcase and stop-testcase script from within the CSIT repository.
