When LISP undergoes an enable, disable and re-enable cycle, data-path adjacencies (tunnels) are not automatically reinstalled. They are re-created only once traffic flows again between tunnel endpoints. However, this means that a minimum of two packets (one per go and one per return path) are lost just to re-establish connectivity. This is exactly the number of retries in test TC05 and therefore the reason why it fails.
