ACL-plugin: create classify chain

      When I try to create a classify chain through ODL client, the response is:
      code 400 invalid-value
      vpp-acl:vpp-macip-acl from URI can't be resolved. For key which is of type identityref it should be in format module_name:identity_name.

      The same sequence sent directly to Honeycomb's Restconf works with no issues.
