In current version HC allows deleting of ACLs while not checking if those are applied on interfaces or not.
This leads to errors when we delete ACLs and after that we try to delete ACLs from interfaces. But when ACLs are deleted the mappings are also deleted. Then when deleting ACL reference from interface this fails. HC should not allow to delete ACLs that are still in use.
