Intermittent failures of HC startup

      Jenkins jobs (VIRL and physical testbeds) observe intermittent failures with Honeycomb startup.

      Included syslog fragment and INFO level HC log. I have yet to reproduce this locally so I have no more information right now. Will update if/when more info becomes available.

      According to the log VPP responds to first control ping with -77 (response not ready), Honeycomb attempts to reconnect and crashes the JVM with "client honeycomb already connected"
