Failed to initialize config

      When I tried to configure proxy-ARP or TAP port through Groupbasedpolicy using latest master HC and VPP. I got bunch of errors in log and it seems that honeycomb was restarted but without any configuration. I checked "/var/lib/honeycomb/persist/context/data.json" but the file was completely empty.
