      Add support for receiving BGP Prefix SID attribute.

      Translate BGP update to VPP FIB, as defined in:

      https://tools.ietf.org/html/draft-ietf-idr-bgp-prefix-sid-03section-4.1

       

      BGP Prefix SID is a BGP extension required for BGP-based segment routing applications, e.g.

      https://tools.ietf.org/html/draft-ietf-spring-segment-routing-msdc

       

      Announcing BGP Prefix SID to iBGP peers was moved to separate issue (HC2VPP-269)

      due to ODL BGP bug.
