to replicate this without ODL and openstack you can use postman collection that I created. 

use the following calls: 

1. Enable Lisp copy
2. PUT LS itr rloc
3. PUT itr remote locator set
4. DELETE lisp feature-data --> this one should fail

You can even try to delete subtrees from lisp-feature-data one by one. When I tried this approach and I was left with locator-sets as the last one. It either would crash VPP or it doesn`t delete anything.
