To push MPLS label, one must use ip_add_del_route, same as for standard routes.

Such routes are visible when doing ip_fib_dump, so they are included in static-routes defined in hc2vpp-ietf-routing.

There are two possibilities to fix it:

1) (preferred) filter out mpls routes from static-routes and implement reader for static-lsp/state

2) add mpls labels to current routing model (hc2vpp-ietf-ipv4-unicast-routing)
