copy-config support (1.18.04 extension)

      Support for <copy-config> required mainly changes in ODL Netconf (NETCONF-529).

      Changes will be available in ODL Fluorine (currently planned for 2018/9/7).

       

      Therefore instructions for building hc2vpp 18.04 with <copy-config> support needs to be provided.
