VPP does not support auto create for Fib tables anymore, when adding a new route.

As a temporary workaround we can for now use: https://gerrit.fd.io/r/#/c/12378/.

Later we need to implement complete support for Fib table management for both IPv4 and IPv6 fib tables in VPP.
