VPP provides Ubuntu 18.04 packages for some time,
so it should be possible to expose honeycomb ones.
This tasks involves updating hc2vpp jobs and scripts
in ci-management project.
Images on Jenkins nodes might also need update (installing java and maven),
so help of LF engineers might be needed.
Also csit jobs needs update.
Status of VPP testing on 18.04 should be investigated first.
