Currently ipsec models are based on https://tools.ietf.org/html/draft-tran-ipsecme-yang-01 with additional augmentations in vpp-ipsec@2018-12-13.yang. 

The original model was modified. We need to revisit these changes and remove hc2vpp modifications if possible.
