Current punting is based on the ACL which is slow and difficult to offload to hardware in the future.

Start a dev WIP branch by removing the ACL and using the VPP FIB.

Long term objective:

Possibility to use VPP tunnels and interfaces transparently
Reduce plugin code footprint
Performance enhancement
