This issue fixes :

• MacOS event loop based on Dispatcher framework
• compilation errors for catalina-specific code.
• include folder order was considered libevent include path before local include path, causing wrong header file to be used for compilation when libevent headers happened to be installed in the same location as hicn header (which is the case with brew)
