FIB entry management is less critical as not present in the datapath, still the nexthop storage, lookup and processing needs to be optimized as it is currently implemented as a NumberSet.

Proposed implementation is a fixed array data structure associated to a bitmap (and potentially other data structure) that can be used during policy or forwarding strategy implementation for efficient filtering/processing.
