Since the 2 plugins have several dependencies between each other, it is convenient to join them into a unique project including VPP host stack and network plugin. This will allow to easily share information across the "transport" and "network" nodes.

The modularity of the code will be mantained, because of the "node oriented" structure of VPP. The host-stack part will be able to exist even without the hicn_plugin and viceversa, the hicn_plugin will be able to work without the host stack.
