add reader for interface ipv6 address

      When an ipv6 address is set up:

      "set interface ip address GigabitEthernet0/8/0 10::10/24"

      and I GET interface operational data:

      GET /restconf/operational/ietf-interfaces:interfaces-state

      then no ipv6 data is returned.
