illegal argument exception while configuring routing through netconf

      When ODL is sending data to HC (netconf data with response.txt) it gets an OK response, but when HC is processing this data it fails on illegal argument exception (hc-log-netconf-data.log).

      If I tried to send the same data to HC via Postman (postman-data.txt) everything worked and routing was created on vpp.
