Move minimal-distribution guice modules and their configuration to separate maven project.

Permit presence of guice modules that depends on yang modules in distribution classpath.

This also alows to reduce matching to just dependencies(does not go trought local classpath).

Such change is needed to prevent associating all yang modules to distribution guice modules, as distribution has dependencies on all plugins
