RFC8040 is over 1 year old, and ODL supports it.

Also it looks like JSON codects use it by default (see https://gerrit.fd.io/r/#/c/10643),

which might be ODL bug.

But very minor, so instead of identifying it, using RFC8040 might be better idea.
