Revisit yang modules whitelist

      SInce 17.10 HC allows to specify yang.modules.whitelist which allows to
      limit number of modules loaded for each HC module.

      This feature was introduced by HONEYCOMB-372 to get rid of unused config subsystem related yang modules brought by ODL.

      Now, when config subsystem is gone, revisit the whitelist feature.
      Consider removing it.
