Setup:
two VMs both with HC+VPP installed and configured with BGP

Steps to reproduce (postman collection attached):

1. Each VM is configured with the other one as BGP neighbor
2. connection is verified (both VMs are connected to each other)
3. Application-peer is created on one of the nodes
4. Ipv4 route is created for application-peer
5. route should be propagated to the other node and verified.

After step 4 the setup breaks. HC on node with application-peer manages to configure VPP route, but when the route should be propagated to the other node an exeption is raised from BGP (see honeycomb.log). This seems to be an error in BGPCEP.
