VPP shared memory file permissions altered by client that starts before VPP

      When using VPP with multiple clients whose primary groups are not the same as the VPP shared memory file group, the first client that starts before VPP does, will impose its permissions on the api shared memory file. Following this no python client can connect using the python api.
