VPP crashes when fragmenting vxlan packet

      VPP crashes after trying to fragment outgoing vxlan packet that is larger than MTU of TX interface.

       

      A patch in the attachment contains a python test to reproduce the crash.

      After applying the patch run:

      make test-debug TEST=test_vxlan.TestVxlan.test_encap_big_packet
