RHEL 8 should be supported for VPP build/installation.

RHEL 8 uses Python 3.6 by default. Package names have been changed to specify "python3". As a result, package dependencies need to be adjusted for the updated Python 3 default.

An example of the required changes is included in the attached file. Note that these changes may not be optimal for supporting all build environments. One may also want to introduce a naming convention to distinguish RHEL 8 RPMs from RHEL 7 RPMs.
