Building a new (or sample) VPP plugin using the "vpp-devel" package is not possible. It seems some of the required Makefiles and/or configuration files are missing. Or it could be a documentation update issue also.
Note: I am not doing a build with source code downloaded (using git command). Sample plugin build is tried only with binary package installation.
