LISP IP forwarding does not tag packets that hit negative mapping entries

      LISP negative mappings can force packets that hit certain adjacencies to be sent by forwarding to the control plane. Forwarding does work correctly, however the packets to be consumed by the control plane are not tagged with their L3 origin (IP4 or IP6) and therefore can result in unexpected control plane behavior.
