Build error on non DPDK systems:

"fatal error: rte_config.h: No such file or directory"

"vnet/sr/sr_replicate.lo' failed"

The SR multicast replicator relies on rte_mbuf clone from DPDK.

This breaks things like vpp-lite and appears to not work on an ATOM system.

Should either create a non-DPDK memcpy version (needed anyway) or in the interim surround with pre-processor for if DPDK is enabled.
