      tested on following data

      sw_if_index = 1 (Existing interface that is up)
      is_add=1
      is_ipv6=1
      mac_address=00:11:22:11:22:00
      dst_address=2001:0db8:0a0b:12f0:0000:0000:0000:0001

      Verified with vppctl show interface address - no addresses under interface
