The golden standard for api calls should be only data created by direct call to create them should be exposed by dump call.

Examples

• vpp stores default vni mapping for vni 0. Such data should be returned by dump call.
• after setting pitr-cfg , there is silently created local mapping with vni 0 - Also should be exposed.
