Make proto optional in nat64_bib_dump

      Setting proto to -1 or other documented value could result in sending details for all configured BIBs.

      Such API would improve performance (less API calls to obtain all configured entries)
      and maintenance (no need to have list of supported protocols both in management agent and vpp).
