With the latest VPP master I am seeing this issue wherein networking-vpp agent dies trying to delete the ACL associated with a security group which contains rules with remote group id. It works fine with rules without remote group id. Also, if I restart VPP, thus clearing the ACLs, and then restart networking-vpp then things are ok.

Then, I tried with stable/17.07 VPP and I do not see the issue. Looks like an issue with the latest VPP master.
