VPP doesn't discard DHCPOFFER message with wrong XID

      Problem 1
      VPP have same XID value on DHCP discover message. Must be random.

      Problem 2
      If VPP receives DHCP OFFER with different XID value as it was sent in DHCP DISCOVER, it should discard this OFFER message instead of sending DHCP REQUEST.
